Since this is the first time that the LGU in Goa celebrated its foundation anniversary, the team headed by the mayor came up with the idea of looking back at what Goaeños were before. So,  they came up with the theme “Pagrumdom sa Ginikanan”. According to Architect Cynthia Minerva Alvarez-Laovinia  of the Municipal Engineering Office, “We want to impart our local culture and history to the general public, especially those of the new generation – by showing how the old houses were in the past and how they were constructed. We believe that in order to grow economically and attain its goals, our community must develop an appreciation and pride of our heritage.”  Barangay Hiwacloy was declared champion in the competition and won Php10,000.
