Essentially, it is intrinsically linked to the well-being, economic stability, and social equity of a community.

I intend, therefore, to explore the critical role of environmental protection awareness in fostering sustainable communities. I will highlight the remarkable and sustained efforts, for instance, of individuals like Engr. Leopoldo “Pol” Badiola, Provincial Environmental Officer of the Province Government of Camarines Norte, whose dedication has been transforming environmental education into a cornerstone of local development for over two decades.

LEOPOLDO “POL” BADIOLA is a licensed civil engineer and environmental management specialist with over 30 years of experience in public service. He currently serves as the Provincial Environment and Natural Resources Officer (PENRO) of Camarines Norte, a post he has held since 2012. A native of Jose Panganiban, he earned his BS in Civil Engineering from Bicol University with academic distinction and completed his Environmental Science studies at the University of Nueva Caceres. He placed 3rd in the 1990 Junior Geodetic Engineering Board Examination and also passed the Civil Engineering Board Exam the same year. Engr. Badiola has served in various capacities in the provincial government, steadily rising through the ranks due to his dedication, leadership, and technical expertise. He is an active member of the Philippine Institute of Civil Engineers (PICE) and the Philippine League of Local Environment and Natural Resources Officers (PLLENRO). A committed family man, married, and is a proud father to two daughters pursuing academic excellence in top.
